CARROLL WASCOM

I am the founder of CWC and bring more than four decades of experience in oil and gas regulation, environmental permitting, and governmental relations. My career has included both public service and private consulting, which has given me a practical, firsthand understanding of how regulatory policy is developed, implemented, and applied across the industry.

Before founding CWC in 2004, I spent more than 20 years with the Louisiana State Office of Conservation, where I ultimately served as Director of the Injection & Mining Division. In that role, I oversaw surface mining, geological and engineering programs, exploration and production waste management, and enforcement activities. I was directly involved in the development, promulgation, and implementation of many of the rules and regulations that continue to govern injection wells, waste disposal facilities, and oilfield environmental compliance in Louisiana.

During my time with the Office of Conservation, I worked extensively on Louisiana’s federally approved Underground Injection Control (UIC) program. I helped draft and implement regulations covering all classes of injection wells, including Statewide Orders 29-B, 29-M, and 29-N, and worked closely with the EPA during program development and approval. I also assisted in developing oilfield waste testing regulations mandated by the Governor of Louisiana in response to significant litigation, contributing to regulatory standards that remain in effect today.

After retiring from state service, I founded CWC to provide clients with informed, practical guidance grounded in real regulatory experience. Through CWC, I represent major and independent oil and gas companies, environmental consulting firms, commercial waste treatment facilities, and law firms in matters involving permitting, compliance, enforcement actions, and litigation support.

A key part of my consulting work involves researching and interpreting historical regulatory records, enforcement actions, and permitting decisions—particularly in support of legacy litigation and complex environmental matters. I also maintain extensive libraries of historical regulations and rulemaking documentation, which help provide context for how current requirements evolved and how they should be applied.

I hold a Bachelor of Science in Geology from Louisiana State University and have authored and presented numerous papers on oilfield waste regulation and environmental compliance at national and international conferences.

What distinguishes my work is direct involvement in shaping the regulatory framework itself. Clients rely on CWC because I understand the intent behind the regulations, not just their written language. My goal has always been to help clients navigate complex regulatory requirements with clarity, credibility, and confidence.


ACY WASCOM FASULLO

Project Manager

My journey with CWC began in 2003 as a Research Assistant. Working alongside Carroll Wascom through the earliest phases of research, development, and project organization equipped me to serve as the Project & Operations Manager today. My focus is on building procedures that guide our team in delivering reliable, efficient, and accurate work.

Within the team, I’m known for my detailed recall of previous projects and my determination to trace documents that may have been lost across the various archival systems. Decades spent navigating the DCE (Department of Natural Resources) libraries and understanding common errors or gaps within the historical records have equipped me with a unique ability to locate documents that may appear lost, misfiled, or otherwise inaccessible. I take pride in uncovering the “needle in the haystack” to complete the story of the area of interest and presenting products that are accurate, complete, and polished for client use.

Over the years, I’ve remained connected to the evolution of our work and the continuous refinement of our services. Working with the Louisiana Department of Conservation and Energy’s records has given me an understanding of both the strengths and limitations of SONRIS and the state’s archival systems, enabling me to teach others how to locate the information that SONRIS holds. What keeps me committed to this work is the blend of challenge, purpose, and service. Whether uncovering difficult records or ensuring our operations run smoothly, my goal is to support CWC in providing clarity, accuracy, and excellence to every client we serve.


I’m a Project Engineer with more than 17 years of combined public- and private-sector experience in conservation, regulatory work, and engineering support. My career began with CWC while I was still in college, and that early exposure to the industry gave me the foundation for my full-time role with the Louisiana Department of Natural Resources – Office of Conservation. During my time there, I developed a deep understanding of regulatory processes and technical documentation. When I returned to CWC, I was able to continue building on that expertise.

I hold a B.S. in Biological Engineering, and I am a licensed Professional Engineer in Civil Engineering. Along with formal education, I’ve gained extensive hands-on training that has shaped both my technical skills and my approach to problem-solving.

Over the years, I’ve built strong professional relationships within DNR, which often allows me to help clients navigate challenges and access information that would otherwise be difficult to obtain.

Within CWC, I’m the go-to technical resource, and I take pride in approaching each project with consistency and thoroughness. I believe that good work should not only be accurate but also well-organized, professional, and easy for clients to use and understand.

I’m particularly interested in expanding our services related to production records and, in the future, exploring areas like geological cross-section drafting, Coastal Use Permitting, and GIS support. My goal is to help position CWC as a streamlined, reliable partner for our clients while also pushing into new horizons that serve evolving industry needs.

What keeps me engaged in this work is the balance between solving technical challenges and providing clarity for our clients. Whether it’s tracking down hard-to-find documents or helping make sense of complex regulatory requirements, I see my role as bridging the gap between technical detail and client decision-making.
